Upgrade to Flink 1.19

Problem description
Apache Flink is released in March https://flink.apache.org/2024/03/18/announcing-the-release-of-apache-flink-1.19/
We need to upgrade the connector to the latest version as well.
We also need to replace all the deprecated usages as much as possible.
