DoNotTrack: ban access to navigator call

I propose we delete access to it as gpc has completely replaced dnt.

gpc is part of first party data. dnt, if we don't ban it, should also be, so individual modules should have no reason to request it directly.

If we do ban it, what should be the approach regarding consumers of it? always say true? ask everyone to stop using it?

Seems like currently it triggers
SecurityError: Failed to read a named property 'doNotTrack' from 'Window': Blocked a frame with origin "***" from accessing a cross-origin frame.
when Prebid is executed inside frame, and that fails auctions.
