Runtime error when getting targeting for GPT after latest changes

Hello there, patmmccann,

We encountered an issue when building with the latest PrebidJs version (from master).
We traced back the issue to this Merge request and this exact line.

This throws "n[t].includes is not a function" error

I'm attaching a snapshot from runtime with the actual value of the targeting, which is {targeting: {...} instead of expected {...} (my best guess).
