What happened?

When the browser is opened not in fullscreen mode, the shortcuts icons on the New Tab Page become squished/compressed.

The issue is especially noticeable and severe when the vertical tab strip (side tab panel) is enabled (available via flags since approximately version 145). In this configuration, shortcuts are compressed horizontally and appear misaligned, as if the layout does not properly account for the reduced available width.

When using the classic top tab layout, the issue is still present but significantly less pronounced.

Actual result

Shortcuts icons are compressed/squished.
Layout appears broken and misaligned, especially with the side tab panel enabled.
The UI does not properly adapt to the available window width.

Expected result

Shortcuts icons should scale and align correctly regardless of:
fullscreen or windowed mode
tab layout (top tabs or side tabs)
The New Tab Page layout should properly adapt to reduced horizontal space.

Steps to Reproduce

1 Open the browser not in fullscreen mode with a New Tab Page already opened.
2 If shortcuts are disabled, enable shortcuts on the New Tab Page.
3 (Optional, but makes the issue more visible) Enable the vertical tab strip (side tabs) via flags.
