Would be awesome to have an option to mark specific migrations as applied. Supabase does it, e.g.:

supabase migration repair --status applied 20240906103400

or migrate's force here would mark that migration as applied. This is very useful when migrating legacy systems to use goose, for example. Currently the only option is to manually creating and manipulating the goose_db_version, which is not very safe.
