Refactor initial app-loading (privacy and auth service connection errors show different error screens)

When opening the app, errors during loading of the auth service or the privacy policy service result in a lock-out of the app. This is wanted. However, they both show different screens with different error messages. With respect to UX and code quality we should unify this.
