Contribute license metadata fixes upstream

The following recipes have wrong of missing license meta data

• rubygems-erubis (no public git)
• rubygems-hiera (gemspec: add SPDX compatible license metadata puppetlabs/hiera#429) (merged)
• rubygems-httpclient (gemspec: make license SPDX compatible nahi/httpclient#434)
• rubygems-logging (Add license to gemspec file TwP/logging#223)
• rubygems-mixlib-shellout (gemspec: add license metadata chef/mixlib-shellout#229) (merged)
• rubygems-proxifier (gemspec: add license metadata samuelkadolph/ruby-proxifier#13)
• rubygems-puppet (gemspec: add license metadata puppetlabs/puppet#8515) (merged)
• rubygems-syslog-logger (Rakefile: add license metadata ngmoco/syslog_logger#7)
• rubygems-unicode-utils (gemspec: add SPDX compatible license metadata lang/unicode_utils#21)
• rubygems-net-netconf (abandoned)
• puppetmodule-netdev-stdlib (gemspec: make license SPDX compatible puppetlabs/netdev_stdlib#72)

rubygems-net-netconf seems to be abandoned, code is fixed but not published as a gem

All of the raised PRs that haven't been merged will need to be considered "dead weight" in terms of open source collaboration.
Will close this issue for good, as I don't think there will be any progress any time soon
