Add Jogamp URL to pom specification

As floated by @micycle1 in #941 we should aim to add the jogl packages as an automatic dependency in the maven central. This could be done in two ways:

• Specify the jogamp repository in the pom specification
• Upload our own mirrors of the jogl dependencies to maven central

@micycle1 I just tried to add it to the POM specification

But it did not allow me to skip the jogamp maven definition.

It's still looking for jogamp at apache maven and not the jogamp repo.
