This issue originates from the reply by @ivmarkov on #368. To quote the original comment:
Currently, all our mDNSes are just responders.
But for actively contacting another peer, we need to be able to query its IP address based on its Fabric Node ID.
Like the CASE enhancements, this is generally useful also for the device use case.
