[BUG] rpm distros not mounting repo keys for test deps #856

Actual Behavior
When installing test dependencies, on rpm distros if there are extra repositories to be added in the spec, it looks like dnf/tdnf can't access the repo keys.
I suspect that the same is true for runtime deps, but I have not validated that.
