CH EMED EPR: add support for CHMED16A ValBy to converter #289
Description
CHMED16A has a ValBy field for medication plans. This is not supported by Husky's PMLC -> CHMED16A conversion because it is also not currently supported in CH EMED EPR. This is likely to be supported on CH EMED EPR in the near future, to follow new legislation (e.g. changes in LPTh requiring professionals to always validate the whole medication overview of a patient and registering said validation electronically). Once this is added on CH EMED EPR, Husky will be able to support this CHMED16A field when converting as well.
