Remove dependencies vetween FHIR vs Common packages

There are dependnecies to common/communication packages in husky in the FHIR based project implementing the exchange formats CH-CORE, CH-MED and CH-VACD.
We should have clean FHIR packages to have a better usability for implementers only using this parts.
