allow_self_connections flag is not taken into account when calculating the distribution over row_synapses #69
Description
The _row_synapses_distribution method of the AllToAll and FixedProbability connectors do not take into account the allow_self_connections flag. If the flag is set to false, this slightly changes the distributions.
