fix(reports): remove duplicate distroless repo causing PR duplication

The projectbluefin/distroless repo was renamed to projectbluefin/dakota,
but both names were in the monitored repos list. GitHub API returns the
same PRs for both names, causing 13 dakota PRs to appear twice in reports.

Solution: Remove old distroless name, keep only dakota with a comment
noting the rename.

Impact: Eliminates all 13 duplicate PR entries in January 2026 report.
