[Issue] Binary version mismatch

After updating to the latest release v1.1.95, the mapcidr binary still reports the old version v1.1.94 when run with -version. The script downloads and installs the new binary successfully, but the embedded version string inside the binary appears to be incorrect. This makes automated updaters (like my custom one) think the binary is still outdated even after replacing it.

1. Reproduction: Same issue observed on my machine.
2. Root cause: The version was effectively hardcoded in main.go, so the binary kept reporting the old value.
3. Fix applied locally: I updated the Makefile to inject the current version at build time (from the latest Git tag) via -ldflags -X main.version=$(VERSION).
4. Result: No need to manually edit main.go on every release—the version now updates automatically with the tag.

Although there is a version mismatch, this is the latest tool version.

• Handle “no tags yet” safely when computing commit count
• Add permissions: contents: write
• Skip commit when no changes
