Get rid of the RBAC proxy sidecar

All the Project Sveltos microservices use the RBAC sidecar container to expose metrics.

This could be easily implemented if we update the controller-runtime package to the latest version (v0.16.x) which offers the following options: https://github.com/kubernetes-sigs/controller-runtime/blob/56159419231e985c091ef3e7a8a3dee40ddf1d73/pkg/metrics/server/server.go#L76-L80

The idea is to reduce the amount of moving parts in Sveltos, ensuring lower resource consumption.
