Bills API needs a num_results field in the resulting JSON

I can't tell if this is an enhancement request or a bug.

In the JSON response for the (Search) Bills API, it would be useful to have a num_results field with the total number of bills that match the query.  This would allow easier pagination of results, and would align to the results of the Members Privately-Funded Travel JSON.
