We need to generate Testing licenses for integration tests, therefore we need to create dedicated testing scenarios. Without this, we can’t integration test license-related stuff (license expiry, user limit…), which is very important to test.

At first I was planning on using prose.local, but I realized it creates confusion with the internal admin.prose.local VirtualHost. I then chose test.local which is clearer.

This blocks release v0.17.2 btw.
