Bump support of WAMR to 2.4.1

According to https://github.com/bytecodealliance/wasm-micro-runtime/releases,

2.4.1 is the latest release as of now.

Currently the support for WAMR is 2.1.1.

#428 is suggesting us to upgrade to 2.2.0

But I think it is better for us to move to at least 2.3.0 as of now if possible.

e.g. I think bytecodealliance/wasm-micro-runtime#3894 is only available in 2.3.0 and Rust 1.82+ has targets with reference-types enabled by default - https://releases.rs/docs/1.82.0/

Here is more information on my setup that I hope will help:

Proxy Server - ATS release 10.0.4 , Runtime - WAMR 2.1.1 or wasmtime 24.0.0

Examples used

• 2 examples in https://github.com/shukitchan/ats-wasm-ai-inference/
• hello world example in https://github.com/proxy-wasm/proxy-wasm-rust-sdk/tree/main/examples/hello_world

With Rust 1.81, all 3 examples run fine for "wasm32-wasip1" target when I used WAMR 2.1.1
With Rust 1.82, all 3 examples fails. ATS fails to load the wasm modules and the error message is below

[Aug 14 22:19:17.811] traffic_server ERROR: Failed to load Wasm bytecode
[Aug 14 22:19:17.811] traffic_server ERROR: [wasm][read_configuration] Failed to load Wasm code

I further tried Rust 1.88, and it is the same result as Rust 1.82

The message seems to be coming from the WasmBase::load() method, which is called when the ATS tried to load the plugin/wasm module after reading the configuration on the location of the wasm module.

When I changed to use wasmtime 24.0.0 as the runtime, all 3 examples run fine for Rust 1.81, 1.82, 1.88

So because of the above, I am thinking that upgrading WAMR support to 2.3.0+ will solve my problem with WAMR as my runtime.
