[Feature Request] Set RPM speed for chamber filtration fan

For Chamber filtration, it might solve some of the DIY challenges by adding a Filtration fan maximum speed setting in the filtration menu. For what I understand, the firmware is expecting an RPM value of 3700 +- 15% when performing fan checks. Also it seems that the filtration fan is disabled if this fan speed check fails.
Since most of the fans on the market operate outside the current firmware's speed expectation, being able to override that 3700 expectation would reduce the firmware road blocks to implementing effective chamber filtration without using the Prusa proved solution.

Expected functionality

Add a submenu item to the chamber filtration menu that defaults to 3700, but allows the user to change the expected fan speed to support the fan being installed. Once entered the operator would again perform the fan checks to clear any failed fan test flags and allow continued use of the chamber filtration feature with fans that operate outside the current firmware expectations.
