Upgrade to 2021 Changes

Hi Rob, all

Biting the bullet now to bring the code base to the latest version for my production system, I will definitely have some questions to the community along the way. Couple of the bat:

1. Is it fair to say a fully functional config file should now look like below?https://github.com/robcarver17/pysystemtrade/blob/master/systems/provided/rob_system/config.yaml
2. In the old version of the config yaml file, there used be an instruments list, where one could specify the portfolio instruments. I know now choosing which instrument to trade is systematic but can one still provide the universe of instruments this way?

1. Well basically anything you want to over ride that's in the default config, plus configuration of things like forecast scalars, FDM, IDM, forecast and instrument weights
