Add support for export gl 3.0

I know you don't have worked in gl4es in this year or something like it
But, will hard make the gl4es to export gl 3.1?
Exist a wsi in termux that export the gles of system, and a version better of gl4es will be good for other progams that use termux anyway

Yes, it's quite difficult. It's a big project, that I never had the time to work on. All my time is on box64 lately...
