Taking contacts and contractors out of maintenance

maintenance.contacts and maintenance.contractors declaration of the standard has been a relevant topic in the last months. In order to evolve the standard, as DTD, we discussed internally about this issue for a long time. So, we had the time to develop a proposal.

At the end of this discussion, we propose that both contractors and contacts must be taken out of maintenance object. The should become a top-level keys of the standard, as maintenance is at the moment.

I do agree it would be good for the user experience of the standard to move contacts and contracters to the top level of .yml. There can be thought of dozens of scenario's where the maintenance might be for example internal` but the technical maintenance is still done by a contractor, especially in the todays market.

In my opinion there is no use in making them dependent to the type of maintenance".
