New checklist item: block the use of specific Categories or Tags

Customer request:

Specifics tags cannot be checked

We have multiple Users as autors on the site and we want them to not be able to set certain Tags to their posts.
For example the "article of the month" should only be set by the administrator and not by the autors themself.

This could be a regular requirement: the post cannot be added if some tags or categories are used.

You can then allow some user groups to skip the requirement.

Is there a way to have any post in the Uncategorized category be stopped by the checklist?

this would ideally be a checklist item that prevents publishing if a post has a specific category?

Client:

Yes, that's exactly it. Bonus points if it can optionally be set to "default category" and have it prevent posting if the default category is used, regardless of whatever it was set to when the checklist item was added. I mean, someone that goes through the hassle of changing the default category and has the checklist plugin active would probably think about that, but I would say the expected behavior is to err on the side of not publishing if checklists are active. This may best be implemented as two separate checklist items.
