Acceptance criteria

• Replace the "Requests" button with the "Requests" tab
• The "Project Requests - All" page is no longer needed
• The "Requests" tab should appear to the right of existing tabs on the dashboard
• Leave the "Administration" tab unchanged, for now
• Tests should pass
