fix: correct WIT target reference for TinyGo component

- Change wit reference from '//wit:file-operations' to '//wit:file-operations.wit'
- Matches the actual target name defined in wit/BUILD.bazel
- Resolves 'no such target' build failure in CI
- All toolchain setup and dependency resolution now working correctly
