feat: initial Bazel rules for WebAssembly Component Model
Establish the foundation for modern Bazel rules supporting WebAssembly Component Model development with bzlmod (MODULE.bazel) for Bazel 7.0+. - Add MODULE.bazel with rules_rust and bazel_skylib dependencies - Configure WASM target triples (wasm32-wasip2, wasm32-wasip1) - Set up project structure with Apache 2.0 license - Add comprehensive README with features and quick start guide - Configure .bazelrc with modern Bazel settings - Include .gitignore for Bazel outputs and temporary files This provides a clean, modern alternative to shell script-based build systems with better caching, parallelization, and developer experience.
