chore: update MODULE.bazel.lock for new crate dependencies

Update lock file to include dependencies for wasm_embed_aot_crates:
- anyhow: Error handling for CLI tool
- clap: Command-line argument parsing
- wasm-encoder: WebAssembly binary generation
- wasmparser: WebAssembly binary parsing

Lock file changes reflect the addition of hermetic Rust CLI tooling
for AOT embedding functionality.
