feat: patch rules_rust for wasm32-wasip2 target support
- Add special handling for 2-component WASI target triples in triple.bzl - Convert wasm32-wasip1 and wasm32-wasip2 to proper 3-component triples - Enable WASI Preview 2 builds with rules_rust compatibility - Support upcoming wasm32-wasip3 targets for future expansion - Update MODULE.bazel.lock with dependency changes
