Phased rollout for raw state preservation #3003
Description
Phased rollout for the work in #1667 that enables storing state deltas for resources to recover the original Terraform raw state
- Three sample providers (2025-04-30)
- Two Tier 1 providers
- Regressions
- error: [pf/tfbridge] Error calling NewRawState: AttributeName("value"): DynamicPseudoType is not yet supported pulumi-cloudflare#1197
- Fix for accidentally exposing providers without raw state to the bug: Fix PF dynamic type diff error #3098
- TBD still need to fix root cause before rolling out further

AWS rollout is blocked by current tagging customization which will need to be addressed or worked around - default in the bridge
