SetIsDragSource not working .NET Framework 4.8

I do the following to replicate the issue, all from code.

1. I create a border, in this border I place a scrollviewer. in this scrollviewer content I place a grid.
2. I add ListBoxItems or TextBlocks to this grid, each in their own separate RowDefinitions.
3. I set SetIsDragSource on all of the children of the grid, I also set it separately on each parent (border, scrollviewer and grid, but none yielded any result, I even tried SetIsDragSource on the RowDefinition where you can find the ListBoxItems or TextBlocks).
4. Try to drag the ListBoxItem or TextBlock to a ListBox.

Am I doing something wrong?
