`puppet_enterprise::symlinks` creates broken symlink `/usr/local/bin/hiera` on agents and primary server

## Describe the Bug

On agents and the primary server, `puppet_enterprise::symlinks` creates a broken symlink `/usr/local/bin/hiera` pointing to the nonexistent file `/opt/puppetlabs/bin/hiera`.

## Expected Behavior

No creation of broken symlinks.

## Steps to Reproduce

Run PE 2023.7.0.

## Environment

 - Version 2023.7.0
 - Platform Ubuntu 22.04
