Missleading errors in puppetserver.log #49

Describe the Bug
I see this on a regular basis on PE 2023.7 on EL8:

2024-08-07T10:11:09.364+02:00 INFO [4887090f-a567-44f7-bf75-183912722ed8_Worker-7] [p.h.core] Successfully submitted 3 files, purging.
2024-08-07T10:11:09.365+02:00 INFO [4887090f-a567-44f7-bf75-183912722ed8_Worker-7] [p.h.core] Failed to submit 0 files
2024-08-07T10:11:09.365+02:00 INFO [4887090f-a567-44f7-bf75-183912722ed8_Worker-7] [p.h.core] End action collection and submission
Expected Behavior
It's not really clear what this is. Someone on slack suggested that those messages shouldn't be logged at the info level.
Steps to Reproduce
- install PE 2023.7.0
- let it run for an hour

- EL8
