Refresh mode not generating queue jobs

Bug Report

We have a Craft 4 site using the Blitz plugin. The Refresh Mode is set to Expire the cache and regenerate in a queue job. We run the craft blitz/cache/refresh command after installation as part of the deployment process. We have noticed that the cache is not being generated by the queue jobs. The process initiates directly in the command line.

This is expected behaviour. See the note in the docs:

Adding --queue=1 to the end of most of the commands will force jobs to only be queued and not run immediately.
