Access control: Unify/Rethink conf_admin and admin #1053

Description
Currently both admin and conf_admin share the "Admin Bereich" where the conf_admin can do everything
and the admin can only unify_skills.
We should probably put more thought into this as i think there are some actions that would be nice for the admin e.g. managing division or deleting ex members. Which can currently only be used by the conf admin.
You can either create follow-up tickets for the solution or implement them in this ticket depending on the effort
