optimizer in components and 3D part

We have an instance_optimizer tag in the circuit part. However we don't have an optimizer tag in the components part. We also don't have an optimizer3d tag nor an instance_optimizer3d tag in the 3D part.

Those tags are present for other objects and should probably be added for optimizers as well.

Dear Stephane,

Due to an issue with the internet connection; I wasn't able to communicate my idea well last nite.

Pvcollada is going to be the default save format for whole power plants in the future which will enable interoperability between different solar software developers so having the information required for implementation of DC combiners may be essential.

What entries should be in those tags might be suggested by the optimizer producers. I'm not in contact with any of those companies but if there's someone; feel free to ping them.

If we're gonna stick to basics; I belive a Vmax, Imax, Eff, ClippingBehaviour would suffice.
