Differences between Filamentphp Exports?

Is this the exact same as the ExportAction included inside Filament v3?

No, it is not. It's a different package that existed way before Exports were added to Filament. While Filament uses Openspout this packages uses LaravelExcel under the hood which has more features but is way slower.
