Setup Repo Actions and external tools

These repo uses the cookie cutter which offers a lot of tools.

We need someone (@MartinThoma or @Lucas-C) who has acces to the repo/ organization setting, to setup these tools.

• Set codecov token for repo Set CODECOV_TOKEN for repo #62
• Activate/Setup dependabot
• Setup Release drafter
• Please make sure the relase to pypi using gh action is configured as discussed in old repo
• Setup Test Pypi

Regarding CodeCov, I posted a comment there: #62 (comment)

I've marked the test pypi as completed. As it is not being used in this repo.

As we work our way to a new release, it would be good to know if publishing to pypi is correctly setup.
