feat: add check for EiC when parsing reviews #234
Description
Many of our submissions have a templated EiC response that will allow us to easily figure out who the EiC was programmatically.
It normally is a comment that starts with this:
Editor in Chief checks
We could rather than updating all dated issues that had an EiC look for those checks and pull the EiC username based on who created the comment. This could save us time updating many issues and the website and other data would still be up to date.
