`docs-live-langs` builds infinitely

The first build seems to go fine, but then if you make a change, each of the non-english languages detects changes in the others and rebuilds in an infinite loop:

[es] [sphinx-autobuild] Detected changes (_build/html/ja/.buildinfo, _build/html/ja/search.html, _build/html/ja/_static/copybutton.js, _build/html/ja/_static/basic.css, _build/html/ja/_static/documentation_options.js)
...
[ja] [sphinx-autobuild] Detected changes (_build/html/es/search.html, _build/html/es/genindex.html, _build/html/es/_static/basic.css, _build/html/es/objects.inv, _build/html/es/_static/documentation_options.js)

should ignore the entire _build directory. it should already be doing this, because the full command run looks like this:

SPHINX_LANG=ja SPHINX_ENV=development sphinx-autobuild -b html . _build/html/ja -D language=ja --ignore */_build/* --ignore */.nox/* --ignore */build_assets/* --ignore */tmp/* --port=0

so maybe those *'s are getting expanded by the shell, or sphinx-autobuild doesn't allow multiple --ignore flags, idk

It's also strange this started happening now, but we have not touched that in a while. I wonder if there was a behavior change in one of our dependencies, maybe auto build?

I think it only happens in docs-live-langs but not docs-live or docs-live-lang for a single language... i'm not sure how common it is to use that nox command? i imagine most people working on translations would just live-build the language they're working on?

(i believe i added that while working on the language selector, which is the only feature i am aware of that depends on all the languages being built at once, this is my bad. does seem like something we want to have in order to work on the site similar to how it would be deployed, even if the need is rare enough that it has been infinitely building for 10 months and i am just noticing it now)
