HAWT and VAWT Mk 2-4 should require the previous Mk in their recipe

Goal

The recipes for Mk 2-4 VAWTs and HAWTs should include the previous generation as is the case for most buildings in Py.

Why?

This would allow upcycling of HAWTs and VAWTs as well as conform with most buildings in Py.
