Does pip install pybind11 get everything we need?

Hi there,
In the document - install part, it says that pip install pybind11

In the document - first step part, it says that using pybind11 required:

• CMAKE
• python-dev or python3-dev packages
• run make check -j 4

So is the first step done by running pip install pybind11 or not? Shall we move this part from first steps to install?
