Add UV operations

I've migrated a lot of my projects in Python to use UV.

I used to run pip.command(), but I've had to replace those all with server.shell() calling UV.

Describe the solution you'd like

A pip equivalent of uv, or, probably better, a uv command that follows the uv convention.

I noticed that my UV installation is often not picked up in PyInfra, by the way.
