Thinking this could be done as part of call for volunteers in #217

I created the draft for the call for volunteers post. I am not sure the two are connected.

That said, I had an impression that the Welcome post was the one you wrote about the PyCon US debrief. Let me know if you still need me to write this one.
Otherwise, good to close IMHO.
