Why the rate bonus of witherskeleton skull of beheading sword so low

the beheading sword requires 3 witherskeleton skull to be crafted, but just 2.5% bonus for witherskeleton skull. WHY?

its a 100% increase (the vanilla base chance is also 2.5%)
