Numba backend by default

### Description

Rely on PyTensor 3.0, with default numba backend.

This makes PyMC safely pip installable
Potentially could make nutpie the default sampler when the whole model can run with NUTS. May need to take control over the progessbar (I mean @aseyboldt they are too big)
