DOC: statement on pytensor's python support/release schedule?

Issue with current documentation:

In the current documentation, I cannot find any details on when pytensor chooses to drop support for specific python versions.

For example, in #1253, python 3.10 was dropped around 4 years after python 3.10 was released. If one follows https://scientific-python.org/specs/spec-0000/ - then I would have expected this support to have dropped in 10/2024 (but this wasn't the case), and expect python 3.11 support to be dropped in the remaining few days this month.

Idea or request for content:

Could the core team clarify their stance wrt to pytensor for dropping or supporting python versions -- and put this in the documentation somewhere?
