Configure local wildcard zone?

I want to use a better DNS resolver than the one my router or ISP provide and have been looking for a good way to do that. So I came across this project here.

Basically, I need to forward all of *.birb.it to 192.168.1.3 on my home network. Everything else should result in a recursive lookup at an upstream nameserver.
But I also need this same mechamism for when I am within my VPN. Basically: If the requesting IP is from 192.168.1.0/24 I need to respond with 192.168.1.3. But if the request comes from 100.64.0.0/24, I need to respond with 100.64.0.2.

How can I configure SmartDNS to do this?

Here is what I currently use with CoreDNS. The problem is that it loves to hang and stutter... a lot. :/
