Command to install hatch testing dependencies to local environment

For IDE type hinting purposes, it would be convenient if there was a command to install package dependencies (and testing dependencies) into the currently active venv.

In legacy setuptools configurations, this would be accomplished by running pip install -r on your test-requirements.txt. There isn't really an equivalent in Hatch, which makes setting up a type hinting venv inconvenient.
