How to register publisher?

Can someone please explain how custom publisher can be registered? I have a script with custom publisher but can't figure out how to make hatch to load the plug-in.

You have to release it as a package as there currently is no option to point to a local path

I don't know of a case where a publishing method would only apply to a single project. If you have one, then I will implement this custom option!
